Unpowered boats used at Commission lakes or access areas, Pennsylvania state parks, or Pennsylvania state forests must:
- Be properly registered
- Display an official and valid Commission use permit
- Display an official and valid watercraft launch or mooring permit issued by the Pennsylvania Department of Conservation and Natural Resources
